Given the behavior of the Myanmar government of late (e.g. holding back aid from dying people) I'd say that anyone at all who ended up in a war with them would find themselves with plenty of aid very quickly.
So I'd say Thailand and those helping them would take over in just a smigen more time that it would take for the nearest US carrier to arrive..
